EFFECTIVE ASSESSMENT OF THE PERSONNEL MANAGEMENT SYSTEM IN THE ARMED FORCES OF UKRAINE

The article provides an extended scientific and theoretical analysis of modern approaches to the evaluation of the personnel management system of the Armed Forces of Ukraine and outlines the key directions for its improvement in the context of transformational processes caused by martial law and the transition to NATO principles and standards. The authors emphasize that effective management of personnel potential is not only an administrative task but also a strategic factor in ensuring the combat capability of military units, the resilience of the defense system, and the state’s ability to withstand threats. The focus is placed on the problem of evaluating personnel policy not only by quantitative but also by qualitative and strategic parameters, which allows forming a holistic understanding of its effectiveness.
The purpose of the study is to scientifically substantiate and develop methodological foundations for an effective assessment of the personnel management system of the Armed Forces of Ukraine, taking into account new security challenges, socio-economic conditions of functioning, and international standards in the field of human resource management. The paper analyzes the international experience of NATO, the USA, Israel, and EU countries, which makes it possible to compare Ukrainian practice with the best examples of military personnel policy organization.
The methodological basis of the article consists of systemic, functional, and comparative approaches, as well as the analysis of scientific publications by domestic and foreign researchers. The methods of content analysis, generalization, structural and functional modeling, expert evaluation, and statistical data analysis are applied, which ensures the complexity and objectivity of the results obtained.
The scientific novelty of the study is determined by the formulation of criteria and indicators for the effective assessment of personnel management, which combine quantitative parameters (manning level, personnel turnover), qualitative characteristics (professional competence, moral and psychological resilience, leadership potential), and strategic guidelines (compliance with NATO standards, system adaptability, effectiveness of personnel decisions in dynamics). A conceptual model of an integral index is proposed, which makes it possible to determine the real state of personnel policy in a military organization and identify its weak points.
The practical significance of the obtained results lies in their possible direct use during the implementation of the Strategy for the Attraction, Development, and Retention of Human Capital in the Defense Forces of Ukraine until 2032, as well as in the development of programs for personnel support of the Armed Forces. The developed methodology can be applied in the activities of the Ministry of Defense, the General Staff, personnel services of operational commands, and military educational institutions. It forms the basis for improving the effectiveness of managerial decisions in the field of personnel management, ensuring transparency of personnel policy, and building the professional core of the Ukrainian Armed Forces.
