FINANCIAL SUPPORT FOR U.S. ARMED FORCES PERSONNEL IN SOUTH VIETNAM (1965-1973)

The dynamics of monetary circulation during armed conflicts represent an often underexplored area of economic history. A central aspect of this circulation involves the use of military currency, specifically military payment certificates, intended for the exclusive use of personnel stationed abroad. This article examines the organization and unique characteristics of financial support provided to U.S. Armed Forces personnel in the Republic of Vietnam from 1965 to 1973. This article addresses the following objectives: identifying the features of military payment certificates; describing the organization of financial support payments to American service members in South Vietnam; analyzing the challenges associated with the use of military payment certificates in the Republic of Vietnam. This study demonstrates that, to prevent U.S. dollars from entering the local monetary circulation in the Republic of Vietnam during the Second Indochina War, financial support for U.S. Armed Forces personnel in South Vietnam was disbursed through military payment certificates. This measure aimed to mitigate the inflationary effects of an excessive money supply on the U.S. economy. The system of military payment certificates was implemented based on experience gained since 1946 in Western Europe, North Africa, and the Far East. The U.S. Army Finance Corps encountered numerous challenges in administering these payments. The most significant issue was the pervasive involvement of American military personnel in the illicit circulation of military payment certificates – a problem that persisted throughout the war.
