BASICS OF ORGANIZATION AND CONDUCT OF FIRE EXTINGUISHING AND ASSESSMENT OF THE EFFECTIVENESS OF THE USE OF FIRE EXTINGUISHING FORCES AND MEANS (FIRE DAMAGE TO THE ENEMY)

The article provides the main stages of organizing and ensuring fire protection. The main stages include: ensuring round-the-clock duty of fire and rescue units at the facilities of the business entity; participation of fire and rescue units in conducting briefings, fire-technical minimums on fire safety; determination, together with the business entity, of the need for fire-fighting equipment, improvement and implementation of fire-fighting equipment; development of rapid response documents; organization and conduct of fire extinguishing; conducting practical classes, trainings and exercises on actions in case of fire; conducting a continuous analysis of the fire hazard of the business entity's facility and developing an action plan aimed at preventing the occurrence of fires.
It is determined that fire protection of business entities is carried out on the basis of an agreement concluded between the territorial body of the State Emergency Service and the business entity in accordance with the rules established by the Civil Code of Ukraine and the Commercial Code of Ukraine, other regulations on the specifics of individual objects of business entities and the Procedure for organizing and ensuring fire protection of enterprises, institutions, organizations and other objects on the basis of contracts.
To combat forest fires (enemy objects), the following tactical operations are used to extinguish (destroy) them: aerial reconnaissance (monitoring) of the fire (area of concentration), localization of the fire (encirclement) and its elimination (destruction).
The main tasks of interaction of aviation (UAV operators) with ground forces and means of extinguishing forest fires (fire damage to the enemy) are: organization and implementation of constant mutual assistance, communication and exchange of information between forces and control bodies of different purposes involved in the elimination of forest fires (conducting hostilities); carrying out preliminary calculations and determining the composition, number of units of interacting forces and means and their control points, material means that must be involved in extinguishing forest fires (combat); establishment of the procedure for the use of aerodromes (jump sites) during the implementation of these measures; coordination of joint actions of available forces and means, implementation of material and technical support of the forces involved in the process of extinguishing a forest fire (conducting hostilities).
The object of fire extinguishing in the article is an object of protection, which is characterized by the possibility of occurrence and development of fire, the object of fire damage is understood as a set of single, objects, the functioning of which is due to the performance of a common task. Under the group target, an enemy motorized rifle company occupying a stronghold was accepted.
The indicator of efficiency is taken as a mathematical expectation of the number of eliminated foci (hit or destroyed objects of the company post) of each type of damage to objects of each type. The mathematical expectation of the number of localized fires (ignition fires, destroyed enemy objects) can be deterministic or random.
