ELEMENTS OF PROGRAM AND PROJECT MANAGEMENT AS A BASIS FOR DEFENSE PLANNING AND ASSESSMENT OF THE EFFICIENCY OF ORGANIZATIONAL STRUCTURES OF UNITS

The application of program and project management as a basic tool for organizing defense planning in the context of modern security challenges is considered.
The regulatory and legal framework for the implementation of the program and project approach in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine is analyzed, in particular the provisions of the Military Standard VST 01.040.010–2021.
The feasibility of integrating the methods of military-economic analysis and the method of hierarchy analysis for assessing the effectiveness of organizational structures of tactical units is substantiated.
An approach to the comparative assessment of the mechanized platoon of the Armed Forces of Ukraine on the BMP-2 and the motorized rifle platoon of the Russian Federation on the BMP-3 is proposed, taking into account a set of criteria: firepower, protection, maneuverability, level of control and life cycle cost.
It has been determined that in conditions of full-scale armed aggression, the decisive factor in the effectiveness of units is not only the technical level of weapons, but also the quality of management, integration into a single system of command and control of troops, and the ability to adapt to various conditions.
The scientific novelty lies in the combination of program and project management with the tools of multi-criteria assessment of the effectiveness of military (tactical) organizational structures, which allows to increase the validity of decisions in the defense planning system.
