Анотація

Стратегічні оборонні документи України регламентують досягнення повної взаємосумісності сил оборони з військами країн-членів НАТО. Це зумовлює гостру потребу в реформуванні та наближенні чинної нормативно-правової бази інженерно-аеродромного забезпечення державної авіації до стандартів Альянсу.

Метою роботи є обґрунтування та розроблення практичних рекомендацій щодо інтеграції стандартів НАТО у вітчизняні нормативні документи (зокрема Накази Міністерства оборони України №121, №348 та №761), які регулюють експлуатацію та визначення придатності аеродромів.

У роботі застосовано метод порівняльного аналізу вітчизняних нормативно-правових актів та Матриці розподілу відповідальності за опрацювання стандартів НАТО. Здійснено детальний аналіз профільних угод зі стандартизації STANAG та супутніх керівних документів.

На основі аналізу понад 2000 міжнародних документів відібрано 20 ключових стандартів НАТО у сфері експлуатації, ремонту, маркування та освітлення аеродромів. Виявлено суттєві розбіжності між національними вимогами та стандартами Альянсу щодо класифікації кодів тиску в шинах повітряних суден. Запропоновано алгоритм інтеграції міжнародного методу оцінювання експлуатаційного стану аеродромних покриттів PCI (Pavement Condition Index) відповідно до стандарту AEP-56 у чинні Накази МОУ. Наведено математичний апарат для розрахунку середньозваженого індексу PCI та індексу майбутніх некінетичних пошкоджень (FNKD) для аеродромів з декількома елементами інфраструктури.
